The Whiting Refinery Modernization Project represented a major strategic investment for BP, and to ensure a safe, efficient and successful completion of the heavy lift and transportation (HLT) program BP engaged Lowther-Rolton (L-R) to provide independent third party verification including construction concept advice and oversight, together with associated engineering services during shipping, transportation and installation of the process equipment.
L-R assisted BP and their EPC contractors to set and achieve high and consistent standards across all HLT activities of each project ‘Pillar’, initially by coordinating the authorship of the Project’s Rigging, Lifting and Heavy Haul
Procedure.
The Technical Audit process, first devised by L-R in the 1990’s, was employed to check and verify the lifting, shipping and transportation studies for each movement of process equipment together with associated engineering aspects
including, but not limited to, design of lifting attachments, integrity of module structures and ground preparation relating to the lift, shipping and transport proposals.
Lowther-Rolton’s engineers assigned to site, and other locations in USA and globally, ensured that accepted HLT studies were adhered to and accurately implemented, that a rigorously controlled Management of Change process was completed, where necessary, due to altered conditions, or where opportunities to employ improved safe methods were identified.
During the Project L-R became the problem solvers for all HLT matters, and remained engaged both on site and for desk based review work all the way through to the plant start-up and commissioning phase.
Over a four year delivery and installation period all lifting activities of process equipment items, in and around Whiting Refinery, were successfully completed without incident.
Lowther-Rolton’s introduction to the Project was by request to attend the PEER review meeting at Whiting to assist BP determine the viability of the Project coupled with the construction philosophy of modularization.
Due to the scale of the Project, BP divided the work into four “Pillars” , each associated with a particular process unit and EPC contractor. HLT operations took place at the Whiting refinery, domestic and overseas fabrication facilities and port locations. At Whiting refinery a significant amount of the HLT work was located in or adjacent to live plant areas.
A diverse equipment list, including numerous pressure vessels, process modules, piperacks, pre-assemblies, rotating equipment and vendor packages, was mobilized to site for installation. The majority of equipment items were handled on multiple occasions including pressure vessels which were delivered bare and subsequently dressed on site, leading to modified characteristics. Considering the size and complexity of the HLT challenge presented by the Project, BP identified that to achieve the twin aims of efficient progress and safe, controlled HLT operations, a shared process for planning, acceptance and execution across all contractors and locations was required.
At BP request Lowther-Rolton partnered with Refinery and Project stakeholders to conceive, coordinate, create, issue and implement a Rigging, Lifting and Heavy Haul Procedure, which complied with the BP Golden Rules of Safety, industry/regulatory standards and established best practices.
Roles and responsibilities together with personnel qualifications, inspection, certification and testing requirements to meet BP and Whiting Refinery requirements were also incorporated.
Together with setting standards for the engineering and operational activities, the procedure specified the Project’s HLT engineering documentation and review requirements, using a system which analyzed the risk profile of each individual operation and defined documentation requirements and protocols for approval accordingly.
Lowther-Rolton worked with all stakeholders tailoring the procedure to integrate seamlessly with the Project’s Hazard Identification/Task Risk Assessment and permitting systems, providing a controlled environment during engineering and planning, thereby minimizing potential delays during permitting with the result that correct, complete, audited and accepted planning was complete to meet construction schedule requirements in advance of each operation.
Based on experience from previous projects L-R included provision for flexibility within the system to accommodate required changes to agreed plans, by incorporating Management of Change, thereby ensuring that risks would continue to be identified and mitigated, with control measures accepted, recorded and implemented prior to operations continuing.
A simplified lift planning and checking process was also devised and implemented for less complex lifting operations, to ensure that sufficient consideration had been offered to a less complex/simple lifting operation.

Throughout the WRMP and in accordance with the Project Rigging, Lifting and Heavy Haul Procedure, the engineered plan for each HLT operation involving a process equipment item weighing over 25 US tons was subjected to L-R’s comprehensive Technical Audit (T/A).
L-R’s T/A process considered the shipping, transportation and lifting studies prepared by others from the various EPC’s and associated contractors together with Vendor design information, geo-technical reports, weighing and survey reports and additional information reported by our construction oversight team.
Following our review the plans were returned to the originators to be revised and completed as required, prior to further and final reviews. The T/A process ensured that operations were fully defined and able to be completed safely, and efficiently, with minimal risk to personnel and plant.
Lowther-Rolton’s proactive approach to the T/A process ensured that the comments returned provided positive support to the EPC and other associated organizations producing original engineering, injecting quality in addition to reducing the number of review cycles required to reach a complete and accept an engineering package.
The scope of the Technical Audit encompassed associated engineering aspects such as design of lifting and tailing attachments, base ring stiffening, global stresses in process equipment, ground loads and analysis of weight data obtained from load cell readings. As such many interface issues and discrepancies uncovered were able to be corrected during the planning and engineering phase, prior to operations commencing.
This Technical Audit process was completed prior to the plans being presented to BP Project and Construction management committees at the appropriate level for their approval. This process ensured that the Asset approval process for each Pilar was streamlined and successful. The T/A therefore added value by saving management time and protecting the construction schedule, in addition to the safe execution of the work.
As part of the Technical Audit L-R’s oversight team attended ship loading/discharging and trans-ship, barge roll-on/off and process equipment installation operations whether at the construction site or at USA domestic or overseas fabrication/Vendor facilities. Our experienced senior staff ensured that accepted plans were implemented per the documentation and expedited adjustments under the formal Management of Change requirements set by the Project.
The T/A was a major part of BP’s risk management for the HLT aspect of the Project, which ultimately led to Lowther-Rolton’s presence continuing into the start-up and commissioning phase, ensuring the final heavy equipment items, during the planned turnaround, were delivered and installed without incident or delay.
